You can’t apply a lower TF to a higher one.

The other way round is possible, instead.

A 1 -hour average can be plotted on a 1-minute TF, where you will ser a straight line across 60 1-minute candles, but how would it be possible to plot 60 1-minute lines on a single 1-hour candle?
